This section covers Lawful Establishment and Operation with 36 bilingual questions from the CRAC 2025 question bank. Each question shows the original Chinese (left) and the English translation (right). The correct answer is highlighted in green, followed by a Knowledge Point Analysis and Candidate Tips covering US–China differences, common pitfalls, and real on-air practice.
Class badges ABC indicate which license-class syllabus includes each question. Class A is the entry level, Class B adds HF privileges, and Class C is the advanced level.
合法设置、使用业余电台的必要步骤是:
- A按照《业余无线电台管理办法》的规定向无线电管理机构提出申请,取得业余无线电台执照

The necessary step for lawfully establishing and operating an amateur radio station is:

The lawful path is to apply to the radio management authority under the Measures and obtain a radio station license (A). Joining an association, association approval, or employer/neighborhood approval are not the legal requirement (B, C, D wrong).
US–China difference: The US requires an FCC license grant; neither country requires club or employer approval.
Common pitfall: Thinking you must join a club or get association approval first.
Real on-air practice: File with the provincial radio authority, pass verification, get your license — no club needed.
业余无线电台的法定用途为:

The statutory purpose of an amateur radio station is:

By law an amateur radio station is for intercommunication, technical research, and self-training (A) — the ITU definition of the amateur service. Personal, entertainment, or vehicle-safety use (B, C, D) is not its statutory purpose.
US–China difference: The US FCC likewise limits amateur use to self-training, intercommunication, and technical investigation — not personal/business messaging.
Common pitfall: Treating the station as a personal or car-communication tool.
Real on-air practice: A contact should involve technical or training content, not just “pick up milk on the way home.”
申请设置使用配备有多台业余无线电发射设备的业余无线电台,应该:

When applying to establish and operate an amateur radio station equipped with multiple transmitting devices, you should:
- Atreat it as one amateur station, assign one call sign, but have all devices inspected with their parameters recorded in the station license
- Btreat it as one station with one call sign, but only one device needs inspection and recording
- Ctreat each device as a separate station, assign each its own call sign, and inspect and record each
- Dtreat it as one station with one call sign, but inspect and record only one device per band
Multiple devices at one station count as a single station with one call sign, but every device must be inspected and its parameters recorded in the license (A). Inspecting only one device (B, D) or giving each device its own call sign (C) is wrong.
US–China difference: The US also treats a multi-radio station as one licensed station; all transmitted equipment must comply.
Common pitfall: Thinking only one radio needs to be listed, or that each gets its own call sign.
Real on-air practice: Your HF + VHF station is one license listing both radios’ parameters.
业余中继台必备的技术措施为:

The essential technical measure for an amateur repeater is:
- Aassign a dedicated person to monitor and manage it, equip effective remote-control means, and ensure transmission can be promptly stopped if harmful interference is caused
- Btechnical encryption to prevent amateur stations not permitted by the settor from using the repeater
- Craise transmit power as much as possible to suppress other strong in-coverage interference
- Dinstall a hot-standby system to guarantee uninterrupted operation
A repeater must have a responsible monitor/manager, effective remote control, and the ability to stop transmitting promptly if it causes harmful interference (A). Encryption to restrict use (B), cranking up power to override others (C), and hot-standby (D) are not the required measure and some are contrary to amateur principles.
US–China difference: US repeaters likewise need responsible control/monitoring; encryption is prohibited in both.
Common pitfall: Thinking encryption or max power is the right “measure.”
Real on-air practice: A club assigns a trustee who can remotely disable the repeater if it misbehaves.
某团体依法设置了一部业余中继台。其正确做法是:

A group has lawfully established an amateur repeater. The correct practice is:
- Ato provide equal service to all amateur radio stations within its coverage area, and to publish the technical parameters needed to use the repeater
- Bsince the settor funded and maintains it, it is for use only by stations permitted by the settor
- Csince the settor funded and maintains it, it is for the group’s members first, and others only when idle
- Dto require all in-coverage stations to pay maintenance costs, otherwise they may not use it
An amateur repeater must serve all amateurs in coverage equally and publish its parameters (A). Restricting to permitted users (B), member-priority (C), or charging fees (D) violates the equal-service principle.
US–China difference: US repeaters are also generally open to all licensed users without fees.
Common pitfall: Thinking the builder/owner can limit access or charge.
Real on-air practice: Any licensed ham in range may use a public repeater for free.
选择144MHz或430MHz业余模拟调频中继台同频段收发频差的原则是:

The principle for choosing the same-band transmit/receive offset of a 144 MHz or 430 MHz analog FM amateur repeater is:
- Aadopt the amateur standard offset, i.e., 600 kHz on the 144 MHz band and 5 MHz on the 430 MHz band
- Buse a non-standard offset as much as possible to block ordinary amateurs from using it
- Cfrequently change the offset to reduce occupancy
- Dfreely choose any offset within the amateur bands in the national Radio Frequency Allocation Regulations
Repeater offsets follow the amateur standard: +/−600 kHz on 2 m (144 MHz) and +/−5 MHz on 70 cm (430 MHz) (A). Non-standard offsets to exclude users (B), changing offsets (C), or arbitrary selection (D) are not the principle.
US–China difference: The US uses the same 600 kHz (2 m) and 5 MHz (70 cm) standard repeater splits — these are internationally harmonized.
Common pitfall: Thinking you can pick any offset; standard splits keep repeaters interoperable.
Real on-air practice: To hit a 439.000 MHz repeater you transmit on 434.000 MHz (–5 MHz).
业余无线电台使用的无线电发射设备必须符合下列条件:

The radio transmitting equipment used by an amateur radio station must meet the following conditions: (Choose all that apply.)

Equipment must be compliant: commercial gear needs type approval covering amateur bands (A), and homebrew/modified gear must meet national standards and stay within amateur bands (B). Unrestricted homebrew (C) and “foreign gear just needs international standards” (D) are wrong — China requires its own type approval.
US–China difference: The US allows any FCC-part-15/part-97-compliant gear; China insists on domestic type approval (核准) for commercial equipment.
Common pitfall: Assuming imported equipment is fine just because it meets CE/FCC standards.
Real on-air practice: A China-market HT shows a 核准代码 (CMIIT ID) confirming type approval.
“我不是业余无线电爱好者,申请设置业余电台只是为了行车方便,不需要遵守业余无线电的规范”。这种说法:
- A是错误的,也是不具备“熟悉无线电管理规定”设台条件的表现
- B有一定道理,既然行车通信有需求,法规管理应该迎合个人需求
- C有一定道理,只要是遵守规定,业余电台也可以为非业余无线电爱好者所用
- D很难说对错,业余电台的定义可以因人而异
“I am not an amateur radio operator; I applied for a station just for driving convenience and don’t need to follow amateur radio rules.” This statement:
- Ais wrong, and also shows failure to meet the station-establishment condition of being “familiar with radio management regulations”
- Bhas some merit — since there is a driving-communication need, regulation should cater to personal needs
- Chas some merit — as long as rules are followed, amateur stations may be used by non-amateurs
- Dit is hard to say right or wrong; the definition of an amateur station can vary by person
The statement is wrong (A): establishing a station requires being familiar with radio regulations, and an amateur station may only be operated for its statutory purpose by qualified persons. Personal “driving convenience” is not a basis to ignore the rules. B/C/D wrongly excuse non-compliance.
US–China difference: In the US, a ham license is required to transmit; “I just want it for my car” is not a legal basis either.
Common pitfall: Believing personal need overrides amateur regulations.
Real on-air practice: A station is for training/comms, not as a personal CB-style car radio.
某业余电台操作者听到业余专用频率上出现某种显然出自非业余电台的人为干扰发射,于是按下话筒向该发射者宣传无线电管理法规知识。对这种做法的评论应该是:

An amateur operator hears what is clearly man-made interfering transmission from a non-amateur station on an amateur-only frequency, and presses the microphone to lecture that transmitter about radio regulations. The correct comment on this behavior is:
- AWrong; it violates the rule that “an amateur radio station may only be used for intercommunication, technical research, and self-training”
- BCorrect, but since there is interference, it is not encouraged
- CCorrect; seizing the chance to publicize regulations should be encouraged
- DCorrect; but one should be patient in attitude and polite in language
Even in response to interference, an amateur station may only be used for intercommunication, technical research, and self-training — broadcasting a regulatory lecture is outside that scope (A). Options B/C/D wrongly call the action correct.
US–China difference: The US also prohibits using the amateur bands for non-amateur “broadcasting,” even to scold pirates.
Common pitfall: Thinking it’s acceptable to “educate” an interferer over the air.
Real on-air practice: If you hear out-of-band interference, you log it and report to the authority — you don’t transmit a lecture.

Retransmitting broadcast stations, internet chat, telephone calls, or other stations’ contact signals through an amateur radio station — the nature of this behavior is:
- Aa wrongful act; it violates the rule that “an amateur radio station may only be used for intercommunication, technical research, and self-training,” because the party generating the information is not an amateur radio station
- Ba correct act; since you can communicate, there is no need to restrict what you put into the microphone
- Cif the purpose is technical debugging using the forwarded signal as a test signal, it is normal behavior
- Dnot exactly wrong but not worth encouraging
Rebroadcasting third-party content (radio, internet, phone, other stations’ traffic) is prohibited because the information origin is not an amateur station, violating the statutory purpose (A). B/C/D wrongly excuse it.
US–China difference: Both countries ban “rebroadcasting” and third-party/non-amateur messages on the amateur bands.
Common pitfall: Thinking “anything goes on the mic” — content must be amateur-generated.
Real on-air practice: You don’t pipe a news radio stream or phone call through your transmitter.

An amateur station relays messages for other persons, units, or organizations during communication. The correct comment on this practice is:
- Aan illegal act; it violates the rule that “an amateur radio station may only be used for intercommunication, technical research, and self-training”
- Bas long as the content does not violate the prohibitions of the amateur radio regulations, it is lawful
- Cas long as the relaying is unpaid, it is lawful
- Das long as the information is public-interest and beneficial to society, it is lawful
Relaying messages for third parties is illegal because it goes beyond the amateur station’s permitted purpose (A). The content, being free, or being “public-interest” (B/C/D) does not make it lawful — the statutory-purpose limit is what matters.
US–China difference: The US strictly limits “third-party traffic” and prohibits it for most domestic/foreign messages; China’s ban is similarly rooted in the statutory purpose.
Common pitfall: Thinking unpaid or charitable relaying is allowed — it is not.
Real on-air practice: You may not pass a friend’s “tell mom I’m late” message over the air.
某业余无线电协会在发射操作中向其会员播发公益性通知和技术训练讲座,但未得到相应无线电管理机构的批准。对这种做法的评论应该是:
- A违法行为;违反“未经批准,业余无线电台不得以任何方式进行广播或者发射通播性质的信号”的规定

An amateur radio association broadcasts public-interest notices and technical-training lectures to its members during transmissions, but without the approval of the relevant radio management authority. The correct comment on this practice is:
- Aan illegal act; it violates the rule that “without approval, an amateur radio station may not broadcast, in any manner, or transmit broadcast-type signals”
- Bas long as the notice or lecture helps improve local amateurs’ technical skill, it cannot be counted as illegal
- Cas long as it helps local amateur emergency-communication training, it cannot be counted as illegal
- Das long as it publicizes amateur radio management knowledge, it cannot be counted as illegal
Broadcasting or transmitting broadcast-type (通播) signals without approval is prohibited (A). The beneficial intent — skills, emergency training, or regulations publicity (B/C/D) — does not excuse the lack of approval.
US–China difference: The US also forbids one-way “broadcasting” on amateur bands; bulletin/network transmissions require specific FCC authorization.
Common pitfall: Assuming “it’s educational, so it’s fine” — approval is still required.
Real on-air practice: A club must get authority approval before running a one-way training net to members.
关于业余无线电台在通信过程中使用的语言,正确的做法为:
- A任何时候都应当使用明语或者业余无线电领域公认的缩略语、简语
- B可以使用虽然不是所有火腿通用、但在某些火腿圈子内部有一定可懂度的新编缩略语或暗语

The correct practice regarding the language used during amateur radio communications is:
- AAt all times, use plain language or abbreviations and shorthand recognized by the amateur radio community
- BYou may use newly coined abbreviations or jargon that, while not universal among all hams, have some intelligibility within certain ham circles
- CLanguage should be innovative; you may use self-created special abbreviations which, though initially like code, will become plain language with repeated use
- DIt is advisable to use rare languages or dialects to make it hard for amateur stations other than the intended party to understand, so as to reduce calls and interruptions from other stations

US–China difference: The US FCC likewise expects identifiable, standard amateur communications; made-up secret codes are discouraged there too.
Common pitfall: Thinking “abbreviation” means any shorthand — only community-recognized ones (e.g., “73”, “TU”) are allowed.
Real on-air practice: On a CQ contact you use plain language or standard Q-codes/abbreviations, never a private cipher.
具备国家无线电管理机构规定的操作技术能力并具有法律规定有效证明文件、但还没有获准设置自己的业余电台的人是否可以到业余电台进行发射操作?答案是:
- A可以。使用所操作业余电台的呼号,由该业余电台的设台人对操作不妥而造成的有害干扰负责
- B可以。因为自己没有呼号,只能在通信中使用临时自编的呼号,或用姓名代替呼号
- C不可以
- D青少年可以,成人不可以
May a person who possesses the operating-technical capability prescribed by the national radio management authority and holds a legally valid certificate, but has not yet been approved to establish their own amateur station, operate a transmitter at an amateur station? The answer is:
- AYes. Use the call sign of the station being operated; the station’s licensee is responsible for any harmful interference caused by improper operation
- BYes. Since you have no call sign, you may only use a temporarily self-made call sign or substitute your name for the call sign in communications
- CNo
- DMinors may, adults may not
A certified operator (with valid capability proof) may operate another’s station, using that station’s 呼号 (call sign); the station’s 设台人 (licensee) bears responsibility for harmful interference from improper operation. B is wrong because you may never invent your own call sign or use your name as one; C/D are wrong.
US–China difference: In the US a licensed control operator uses the station’s call sign (sometimes with a suffix); the guest-operator concept is similar.
Common pitfall: Thinking you can make up a temporary call sign when operating someone else’s station.
Real on-air practice: Operating a friend’s HF station, you identify with their call sign; they remain responsible for your conduct.
未取得相应业余无线电台执照或者相应操作技术能力的人员,为提高业余无线电台操作技术能力的需要,可以在他人依法设置的业余无线电台上进行发射操作实习。应遵守的条件是什么?
- A发射操作实习应当由业余无线电台设置、使用人或者其技术负责人现场监督指导

US–China difference: The US requires a licensed control operator present; China frames it as supervised practice by uncertified learners.
Common pitfall: Thinking unsupervised transmitting by an uncertified person is allowed, or ignoring the “not exceeding supervisor’s scope” limit.
Real on-air practice: A mentor with you at the key watches as you make your first QSO on their Class B station.

The legal responsibility that an amateur radio station licensee bears for their radio transmitting equipment is:

US–China difference: Similar responsibility in the US: operators must ensure their station does not cause harmful interference.
Common pitfall: Thinking higher power or always-on operation is desirable — it increases interference risk.
Real on-air practice: You keep your rig aligned and within spec so you don’t splatter onto adjacent channels.
业余无线电爱好者使用业余无线电收信设备应遵守的规定为:

Real on-air practice: You listen on amateur bands; tuning into a taxi dispatch is off-limits.
业余无线电爱好者无意接收到非业余业务和卫星业余业务的信息时,应遵守的规则为:

When an amateur radio operator inadvertently receives information from non-amateur and non-amateur-satellite services, the rule to follow is:
